City-wide mapping to network community along Ciliwung river
Ms. Ivana Lee, an architect from Ciliwung Merdeka, worked with four informal communities along the Ciliwung river edge. She took advantage of cultural events to spontaneously involve people in participatory mapping.

1. Background
Since 2012, facilitated by Ciliwung Merdeka, Bukit Duri one of the community along Ciliwung Riverside that propose an alternative Humanitarian Vertical Kampung on the site as respond to Government planning to normalize Ciliwung River (concretized, widening the river up to 60 meters from the average existing less than 20 meters). Even though we got positive respond from the Governor about the proposal but it seem till now the situation feel like stagnant, while it’s hard to get clear information from the Government and they already started to measure the river and house without fair explanation. In several areas, fragmented and partially, the government already started to implement the projects.  Even 14 shop houses located at the entrance area of Bukit Duri already being evicted, which we heard till now the compensation haven’t been paid. In different areas have water absorption problem after the normalization implemented.

This normalization project will impact to 34,000 households along Ciliwung River from Srengseng Sawah till Manggarai, Bukit Duri only a small part from this long river project which it means those much number will be facing the same issue. The fellow and the team realize that it would be much stronger in advocating if we could appear as networking, propose and work on planning together.

2. Objective
To identified kampong or communities along the Ciliwung riverside to get the sense of what their need, issues to be raised and the potential, then strategically initiate solidarity networking of kampongs/communities along Ciliwung riverside through ‘soft’ approach which could be music, documentary screening, mobile clinic, fun mapping, street market event - base on the characteristic of each kampongs.

3. Process
  • Using soft approach as a enter point to communicate, considering the sensitivity of the threatening situation of the relocation/eviction that sound being silent or undercover even among the community level itself. Therefore, we collaborated with the Jakarta Philharmonic Orchestra, opened recruitment for new participants from others communities especially from Kebon Pala areas (our neighbor) to perform Classical Music featured Ciliwung Larung Songs. The group, 50 children and young people from 4 kampongs (Bukit Duri, Kampung Pulo, Kampung Melayu, and Kebon Pala) along ciliwung riverside + 1 from Buaran Area, based on their interest; vocal, percussion, theater, guitar and violin have routine practices every week.
  • These music/art groups of children to be liked “Agent of Change” of their own Kampongs. The fellow and a team will try to raise their aspirations, their ideas of how to improve their self and their kampung’s livelihoods, to be more aware about their environments issues. The strategy is to ask them to make their own (or in group) proposal of how they think as ‘agent of change’ in order to achieve the better livelihoods; starting with profiling the kampong, and or mapping the kampong to get the context of each kampung.
4. Next Action Plan
  • Will have some kind of festival where “Agent of Change” can express and implemented their ideas, could be by performing music, making short film documentary, exhibitions, etc.
  • To reach out other communities especially the communities that located at the first fragment of the normalization project.
  • To deliver this activities into spatial concern and reach out the elder attention to involve.
  • To sustain the activities while flood came.
